State funding per student rose from $7,130 in 1999 to $10,797 in the 2008-09 school year.
  • 51.4% increase over 10 years

Enrollment declined sharply from a high of nearly 46,525 in 2001 to just over 32,000 in 2009.
  • 30% fewer students than in 1999

Increases in state funding have not offset the substantial decline in enrollment in recent years. As a result, total general and special education revenue from state and local sources rose slightly from $364.6 million in 1999 to $377.4 million this year.
